mine was doing the same but we found it to be a faulty front assembly (power button) part number is wn097. cheap part.

my dreaded orange blinking light was fixed by removing the power button. This is a Dell Optiplex 330 and had the usb’s next to the power button. one of the usb’s got broken and has been surging for a while if you tried to used the one next to it. the other usb eventually failed and now that power button started blinking orange. removed button and plugged it. computer works fine. need new button.

Dell Dim 5150. flashing orange light. unplugged power, removed bios battery moved jumper to clear cmos position for a few minutes then moved back, replaced bios battery and power cable, light flashed orange for a few seconds then green then off. started pressed F2 to enter setup, set date and time. save and restart. All OK

It was not a power supply and not the bios reset. Not the battery.
What we found was a defective Nvidia Video card. Use the onboard video if Installed. Dell Knows abaut the faulty Nvidia cards but will not Admit it. these cards were mfg with bad solder joints sometimes visible with the naked eye and broken edge contacts.
Try it. Goog Luck.
